NIce that there is no carpet for a place like this (should not be labeled as 3 star hotel)

Overall, there are upsides to this place!! Great wifi in the room. With no carpet, you can actually walk on the floor. If this place had carpet, it would be 50 years old and matted with bacteria. The front desk staff are kind, helpful, and welcoming. What got me through this stay were three (in addition to being thankful that there is no carpet) things: the WONDERFUL view of the bay, close to EVERYTHING walkable (had perfect evening solo dinner in the Outrigger lounge and a massage at Orchid - outstanding place), and I was able to get extra sheets and towels. One sheet to lay over the bed to lay on (over the hair and stains) and another to cover me (it is a bedspread and no touching that). I do not care for the shampoo bottles that are in the shower for many, many uses (I had my own). If you want to dry your hair, the hairdryer is $5 to borrow. Which I didn't so I kept it up for the flight (stayed here because flight was cancelled and the bay was pretty booked). Dusty (I can see it covering the phone and desk). Nice that there is a refrigerator. Note that if you are not an avid walker it would help to have your tennis shoes and be ok with walking the slope in front of the hotel (also watch for cars). I can hear the neighbors (hall echo without hall carpet).

My travelling companion had already booked a room before I'd had a chance to read the more recent reviews, so my expectations were fairly low to begin with. But the room turned out to be quite OK, a little old and visually dated and VERY basic but reasonably clean, and the hotel is actually in a very good spot, overlooking the other hotels along the beach and the main road through Tumon Bay - the view of the lights at night was quite beautiful. There is a bit of a walk up the hill to get to the place, but nothing too strenuous. The staff looked perpetually unhappy - though they seemed nice enough - and while they didn't go out of their way, they answered queries and rang taxis and so on when requested. We didn't treat our stay here as resort living, just a room to return to. As the shower worked and the beds could be slept in that was really all we needed. Which is a shame in a way - with a bit of rejuvenation and some enthusiasm, the place could be awesome. Travellers on a budget (as we were) will do OK here - just don't expect the bells and whistles and you'll be fine. It might be better to ask for a room higher up so that you get good views of the ocean and Tumon Bay itself.

Like most of the reviewers above, I had the same issues with lots of noise (other doors closing in your hallway sound like gunshots), terrible bedding (bad mattress, cheap sheets, flat pillows, a weird smell to the comforter) and poor service. I also got charged an additional tax beyond what my booking said--11%--and discovered on the first morning that the restaurant where they serve breakfast is actually closed; they recommended McDonald's.

There is a great view out the windows, but aside from that this is an extremely disappointing start to my vacation.

no hairdryer, no safety box, poor mattresses, shortage of towels and unprofessional room cleaning.
steep slope in front of the hotel bothered me.

繁忙期で空きがなく利用しましたがドライヤー、セーフティーボックスがなく後悔。
室内の清掃は不十分です。タオルの在庫も余り無いようです。
丘の上にあるので眺めはよいですが、坂を登るのはめんどくさいです。
日数を減らして一流ホテルに宿泊したほうが満足度が高かったかも。

My second stay was even better than my first, since I have become accustomed to the strengths and weaknesses of the hotel.

Strengths
The Filipina ladies on the counter are really nice kind and friendly. Thank you!
Spacious rooms with two queen sized beds.
Ocean view on 6th floor, probably 3rd or above with that iconic sunset. Beautiful!
Big fridge (go to Micronesia Mall on first day and stock up)
Really central but far enough away from the screamers on the "Sling Shot"
Reasonably priced especially if 3 persons per room
Free inside parking.
Microwave oven in foyer.
Drinks including beer, and noodles on sale at counter.
Large washing machine 7USD a load.
Kettles 4USD for the week
Good desk space. Good place to work.
Cheap Taxi to airport (4 people large bags, at past midnight 25USD)

Weaknesses
The young guy on the counter does not do greetings and gesticulates towards the return key box, plugged into this ipod, as if to say "don't bother me!" Likewise the Chinese (?) boss is a bit taciturn, but they are both fine if you accept that, and don't wait for greetings from them. Their manner is really weird (this is the hospitality industry! Ha!) but fine once you get used to them. The boss also is willing to do deals (He accepted my offer of half price for an extra 12 hours till midnight - Thank you).
No rope for hanging washing over bath -> Bring a rope and hang on balcony
Rental bikes are unserviced -> Hire from Convenience Store Osaka
Bugs in the bathroom (not cockroaches, but not ideal)! -> Bring bug glue boxes (gokiburi hoi hoi) AND stick a label on it to the cleaner saying "Dear Cleaner Do NOT throw this box away until I have checked out" (I didn't do this this time, but I will the next).
The road to the hotel is steep -> Bet fit and rent a car from the airport driving yourself to the door (saving about 35 on the taxi, so the next day is almost free) and so that you can can go to Micronesia Mall to get supplies the next day (water, coke, wine, beer, and as much ham and vegetables as will fit in the large refrigerator. I also purchased apples, mustard and salad dressing).
Beer not sold after 12pm on Guam -> No comment
Soft beds -> Be a thin person
Fair walk to the beach -> Bring good beach/swim shoes (the coral hurts anyway)
Distant from public beaches -> Walk through the Mall and Outrigger Hotel to the beach! (I am assuming that, upon advice from a local, this is not illegal. If it is, do not do it.)
No hotel bar (closed down) -> Nice pub/bar in basement of Guam Plaza Hotel next door to Tarza, which is next door to the Tumon Bay Capital, and 50 yards down the (steep) road.
Noisy air conditioner did not work (this is rare) -> Did not need one in Guam!
Toilet flush malfunction -> Soon fixed

Thank you. I really enjoyed my stay. I will be coming again with Japanese students next year. My Japanese students loved it too. You have to be prepared, and know what to expect but if you are then why pay double to be 200 yards nearer the ocean?

To put it in context, I find Tamuning Plaza and Harmon Loop hotel perfectly acceptable for short stays given their price is between 55-69 a night, because while very basic and dated (and quirky - Harmon Loop has mad Korean lady owner and in Tamuning Plaza's case the hallways are seedy), they are reasonable, fairly clean and convenient. By contrast, Tumon Bay Capital is not somewhere I'd want to stay again, and spying the sparkling seas between buildings through the room window made me even more happy to get out of there.

Cons- Hairs on the pillows, stains on sheets, curly hairs by brown dusty glasses in bathroom, dirt smears on walls, uncomfortable bed - agree with previous poster about transparent sheets, and I could also feel the springs through mine, booking.com rate of $85 per night had said tax inclusive but was charged tax extra, making room cost nearly a hundred bucks. Off the main strip, no drinks etc for sale, but you could get 2 minute noodle bowls. Woken up by noises from road, lobby, and hallway - I was in 2nd floor room right over reception and cleaning staff were yelling downstairs, rubbish truck and buses outside

Was really hard to find off a cul-de-sac (not well marked on tourism map and no signage on main road) and that was very frustrating when driving at 4am from airport.

Pros -Glimpses of the ocean from balcony, free wifi, $20 extra for 3:30pm check out, given new clean pillow after complaining about the dirty condition of the room. Towels seemed cleaner than the sheets (maybe they bought new ones since previous reviews). They also had free covered parking right next to the lobby (at the back).

Room tip: Apparently higher floor rooms might be quieter and less run-down
