Unfortunately for you to swim in the area where most of the turtles are you have to pay guide for 50usd or so and they even have like guards in the water to watch people. I give 3 stars and not 1 because we were able to see 2 or 3 turtles in the other area where you can go without guide and guards...

Akumal bay has underwater areas that are like leans of switchgrass algae, a preferred source of food for sea turtles. Bring a good snorkel and flippers and a little patience and in due course you will get to sea these beautiful animals swimming, or grazing at the bottom of the bay. In a 45 minute swim in the early afternoon, we saw no less than 7 turtles. Majestic animals with carapaces pigmented as if painted by extraordinary artists.

The crew and guide Rodrigo were all amazing. He took his time and was patient with everyone. Very knowledgeable about the marine life and made it a point to show us every turtle he could find. The visibility wasn’t as great as we had hoped for because there was a storm the night before. However, it was worth every minute!

We just got back from Akumel a week ago, on a day trip from Tulum via collectivo. The driver dropped us off alongside the highway and from there, it was a simple one minute walk south and to the left to the road that leads to the beach. This is where the fun began.

You'll know you're on the right road as you'll immediately be hounded by guides asking if you want a tour to see the turtles. You'll also be hounded by local entrepreneurs asking if you want to rent a life vest. On and on for a good 5-10 minutes. I had done my research and knew to expect this. What I didn't expect though was how difficult it was to access the beach. My wife and I walked around for a good 20 minutes trying to find an access point that didn't involve a dive shop and there were none to be found!!!

We finally gave up and rented some life vests from one of the less pushy dive shops to access the beach. While it was was beautiful, we only saw one turtle while we were there. We've seen better in Hawaii. For the amount of hassle that we experienced, it wasn't really worth the effort.

We went there to snorkel with the turtles two days ago. Apparently they recently closed all public access areas to the beach, so now the cheapest way to get there is through the dive shop which charges 100 pesos just so you can actually get to the beach. Once you´re in, you can either snorkel in the shallow water where you´ll obviously not see any turtles, or you can pay 30 dollars for entry+ "guided tour". The tour takes 20 mins and you´ll swim in a group with around 15 other people. They will also try to make you rent a life west which they claim is required, which it is not.
Apart from that there are tons of algae on the beach and in the water and the visibility wasn´t good either - but those might be temporary problems.
