If you’re looking for luxury the Hilton is just across the road. A single room for the night will cost £220 which includes breakfast. At the Rokna things are different and so are the prices.
I arrived a lunchtime (straight off the airport bus which stops 100 meters away) and was greeted with a smile and allocated a huge third-floor room with a balcony and yes, the sea was visible.
The rooms here are perfectly okay at these prices and while the bathroom might be showing its age everything was clean and in working order. There was always plenty of hot water.
Breakfast in the sunny dining room could not be faulted with something for everyone available from chocolate cakes through to salami etc. with very kind staff were on hand to help with service.
The staff throughout the hotel were all very nice and reception assisted with information on transport, maps etc, and even had the 7-day bus cards for sale.
There is always a lot of building work in Malta – especially around St Julians/Paceville and those guys start early. If you think you can turn your bedroom light off at 11pm and get 8 hours uninterrupted sleep you will be disappointed in this vibrant area of Malta. People on holiday like to stay up late and let off some steam.
I was more than happy with my 7 nights at the Rokna. Great prices and great location.

They are very helpful and kind all the people especially Vera in the reception and James that works in the restaurant!
The rooms are very clean also the bathroom
The location is great - it's in the center :)

The hotel is located within a 5 minute walk of the main bar area of Paceville. There's no noise from that area, but... The windows in the rooms are patio doors with little noise insulation. During the day and evening you can hear the traffic going post. At night you can hear people talking, laughing and shouting as they walk past. This is all with the windows closed. And in the morning I was woken up every day about 6.30 am by the construction workers opposite and their machinery. Actually after the first day I used this to my advantage. I decided that seeing as I am already awake I could get up earlier and spend more time sightseeing around the island.
The bathroom was small but I had no issue with that. The lift also was small so two people with suitcases might struggle to fit in.
One thing I did think was odd was that my room had about 7 or 8 free plug sockets. That was good. Most hotels I go to only have 1 to 3 sockets available. Reception staff were friendly and were helpful.

I had a great time staying here. The staff is great and the location puts you close to the fun, sights, and dining. You don't pay a lot, so you should not expect a new build or newly renovated place. The wifi always worked. And the hotel is across the street from the hop on/off buss tours. The staff arranged for me to get picked up and dropped off at the airport. If you want a convenient, affordable, place to crash this is your place.

The staff were friendly and very informative. The hotel was very clean and comfortable. Unfortunately what the staff cannot do anything about is the 10 story long term building site 20 metres across the road who's workers start around 6a.m. in the morning.
