I would say this is a city park. It is very big. We enjoyed the walk. There is watchtower in the middle, under it is an info center, with very informative employee. Oh, it costs 1e/person to go up the watch tower. We had no money with us and the lady offered we can go up for free. We kindly declined.
I would suggest you take a bit of money with you and go up for he views.

Fascinating object on the shore of Lake Aluksne. Called like in Jerusalem, but it's located in Latvia. It's an ancient Latgallian castle mound and the highest point of Aluksne. A charming landscape from the summit to the city, especially at sunset. Interesting is the granite rotunda - the Temple of Fame, in honor of the Great Northern War events (1700-1721) in Aluksne. Be warned about the fact that the climb to the peak is very steep, in some places many steps. And while walking in the rainy weather, be careful - because the paths are clayy and very slippery!
