There is a jeepney service to Dao terminal, Mabalacat,Angeles City, from Clark or rather expensive taxis.

I cant help about buses direct to Laoag from there but there are northbound buses heading to Tarlac and Baguio and given your timings and distance involved you may have to break your journey and overnight in Baguio

Hop on the jeepney or taxi from the airport to DAU terminal where many long distance buses from Manila stop for a break and head north to Laoag or Vigan (and change bus). Certainly no need to go anywhere near Baguio as it is off the route. The journey to Laoag could take you as long as 10 hours.

I just recently took the bus from Manila to Laoag (day trip though) with Farinas and we bypassed everything as the bus took the express way all the way to Urdaneta Pangasinan. One option would be to take the Clark-Manila airport buses get off in Trinoma Mall and either take the taxi or uber to Cubao / Espana for the buses heading to Laoag. Preferred to do night trip anyways as it's faster than day trips to Laoag. For comfort book their super delux buses as it's wider seats but for extra P100 or so.
