Most of the pods stay open, and many/most have covered areas for eating. I know this to be true for (eg) the SE Hawthorne pod at (?) 11th, and also for at least one of the pods on NE Alberta. Also one on (?) outer Belmont. I don't always pay attention to where I'm visiting (sorry), but there are plenty with sheltered eating.
I've visited Hawthorne Asylum and Cartopia (they're 2 blocks apart) in February each year since 2022 as part of going to a Trailblazer game. One or 2 of the food carts would not be open that day at either one. The Asylum has a gas fire pit for warmth and ambiance. February is typically colder and wetter than November.
