I’m staying in Makati and have a domestic flight from terminal 4 departing at 9.35am on a Sunday morning. What time should I be departing my hotel in Makati?
You need to be there - at the counter for check-in - at least 45 minutes before. To enter the terminal, you must line up, although T4 is often not that busy as it is the smallest of the four.
Sunday morning should have less traffic.
That said, I'd leave the hotel no later than 0730, but preferably 0715 hours.
Rise at 0600, go down to breakfast if it provides it and you've paid for it, dine until 0650 and come back to your room for a room check, and then be at reception at 0705 so the staff can do the annoying, often compulsory and time consuming 'room check.'
You'll be early at the airport but time up your sleeve is always handy in case you leave something back at the hotel, or strike roads closed due to an early morning marathon or water or road works.
I find it relatively easy to rise at 0530 hours in Philippines because as a tropical country, it's not a forbidding extreme darkness at that hour like London or Melbourne in winter.Edited: November 21, 2017, 8:22 pm
I'm more conservative and would be leaving my hotel around 3 hours before my flight. Leave at around 6:35am. This gives you extra margin for any unexpected delays like flat tyre, breakdown, accident etc.
I always like to be early for my flights so i would leave 7 am at the latest
Travel time would only be 25-30 minutes but there could be traffic if there are road accidents or whatever. I would leave not later than 7am.

Domestic flights 2 hours before departure,
International Flights 3 hours before departure.
Depending where you are in Makati. you need about 30 min for your transport to the terminal 4
Cebu Pacific website states check in for domestic flights opens 2 hours before departure. Closes 45 minutes before departure.
You don't need to be checked in 2 hours prior but they just open then.
be at the airport at around 330-4am. if you are using T3, get dropped off at around the 4th entrance door. the 1st doors have longer lines. Take note that lines at check in counters gets long at around 2.5 hours from departure time. T2 entrance is irrelevant as its just the same for all international travellers. T1 lines are similar to T3 but not as congested.
