Booking Flights from Quito

I am looking to book our flights from Quito to the Galapagos Islands but had a few questions before booking.

We plan to fly into Baltra first and then fly from San Cristobal back to Ecuador at the end of our trip. When searching for flights on google flights, the different options show up with LATAM/Avianca and pricing is shown as $225 roundtrip, but this price is only for residents, while the price for nonresidents is $449.

It looks like this price does not include carry on baggage, do you know if this includes a checked bag? Do these flight prices fluctuate much? I am wondering if it is worth it to try to wait for the price to lower, or if $449 for nonresidents is average for flights to these airports.

We booked thru LATAM and it does include a carryon. We paid the $449 for that same route.
