Best time in Spring to visit Tokyo?

We are going to be rescheduling our Tokyo trip and was wondering the best time to go in Spring next year? We want to avoid cold weather and hot weather, and would love to time it with the cherry blossoms. Want to avoid rain as well. Any input would be appreciated, we would be spending a week in Tokyo.

As per yearly average, sakura usually reaches full bloom in Tokyo around end Mar/early April.

However, timing has been more fickle in recent years due to global warming. For instance, full bloom dates in Tokyo have been about 7 days earlier than average this year.

For planning, my suggestion is to plan for the last week of March if your timeline is flexible. Note that this is just my guess - based on my 10+ sakura visits in Japan. JMA usually releases its sakura forecast from around late Feb, and of course the closer the more accurate, and barring any unforeseen weather conditions closer and/or during the blooming season.

In general, weather during sakura blossom would not be that cold. Expect day temps to range from low to high teens (in degree Celcius). In March 2021, there were a few days when day temps shot up to low 20s.

Rainy days cannot be avoided in Japan, which is surrounded by oceans in all directions. Nevertheless, rain in that timeline is more due to passing frontal rain, resulting in mostly drizzles for roughly 2 to 3 days max per location. Umbrellas can be borrowed from hotel concierge or can be bought in convenience stores around the corners.

The best time will be after you can travel without 14 day quarantine. It is too early to guess when that will be.
