There is no best. There are famous and obscure, beautiful and plain, open to all or requiring an appointment. Depends on what you're looking for.

a place with a cheap wine tasting, where you don't HAVE to do wine tasting to enter ...my boyfriend hates wine ! somewhere we can sit outside maybe have a picnic ?

Lots and lots of people go to wineries and don't do wine tasting - they're called designated drivers :-) It's not unusual at all. But to make recommedations, give us a little more to go on - what kinds of wines do you like, what is your price point, etc.

After the expense of Napa, drive an hour and a half and come check out Lodi. We have tasting rooms in our downtown along with 3 breweries (guessing your boyfriend likes beer!?) Napa has used Lodi’s grapes in their wine for decades, come to the source and you’ll find inexpensive tasting fees and some great Spanish varietals that are now grown here. www.visitlodi.com

A nice picnic winery in St Helena is V Sattui. In Sonoma, we like Gundlach- Bundschu. 🍷🍷

Very often it is a matter of taste (in wines). Here are my favorite wineries in Sonoma and Napa (they are family friendly so not snobbish, not prejudiced to those who do not drink):
