1. Is winter a good time? 2. Which side should I see 3. Is one day enough?
Right now the land border between USA and Canada is closed. Canada is closed for tourism due to the Covid 19 pandemic. It is hard to say when the border will reopen for tourism but it will likely be closed for the winter months.
When you do get to visit, there is a lot to see and do on the Canadian side of the falls. If you just want to see the falls, then 1 day but if you want to see other sites, both natural and historic, you could easily spend 2-3 days.
You could visit the US side of the falls this winter and come back visit Canada when the pandemic is over.Edited: December 20, 2020, 2:08 pm
No, now is not a good time to visit.
The border between Canada and the US is closed for non essential travel. You would be refused entry to Canada
Canada is closed to land crossings and international travel until at least January 21st, the end of the 8th, month-long closure. With the surge in COVID in the US and other countries, I don't see the border opening for tourism until later in 2021.
The US recorded 189,650 newly infected people yesterday. Canada had 6,248. The organization needed to get the vaccine in to American arms is struggling. Canada is doing a fair bit better. The Prime Minister has said that the border will stay closed until Canadians are clearly going to be safe which would allow a restart of tourism.

In addition to the border restrictions, NO.
As of tomorrow (12/21) the Canadian Niagara Region moves into Ontario's COVID-19 "Red" category, 1 level below "lockdown".
"Grey" is the lockdown category and will be in place for 28 days.
I suggest maybe following some news channels. The world is pretty much falling apart at this stage. Canada has some of the worlds strictest boarder regulations right now.
US side, isn't as good, and in winter you can't get close to the horseshoe falls as it ices up. We have spent many weekends on the Can side, looking over, and the Fed park is closed usually as its dangerous, OH its cold too. vs California weather.
Our preference for health protection is to stay home and wait for a more favorable time that works to your advantage and instead of using impatience as a motivator to cross the border impatiently stay home and do not become a patient. .Practice prudent behavior and remain healthy rather than succumb to stupidity and by rushing to the border and crossing it hurriedly and carelessly play into the hand of the virus that is eagerly awaiting you with a full reception..Practice prudent behavior and stay healthy and remain happy.
