While motorcabs are very inexpensive in Dipolog (7 Php per person), sometimes it's easier to walk around. The Top Plaza is surrounded by shopping and restaurants. It is within a few blocks of the Dipolog Boulevard and Seawall, and an easy walking distance from the Dipolog Center Mall, Dipolog Shopping Center, Dipolog Friendly Mart, Lee Plaza City Center Mall and Andres Bonifacio College. The only time I really felt the need to take a motorcab was during bad weather, or when I was loaded down with shopping bags.
The Top Plaza staff was very friendly, and attentive to my needs and requests. They were always ready to open a door, help with packages, or give a cheerful greeting.
The Top Plaza has two on-site restaurants, the fast food, cash only, Top Diner, and the more upscale, 7 Treasures asian restaurant. Both offer room service at no extra charge. Top Diner is very reasonably priced, and is a popular lunch spot for the local population.
The 7 Treasures was recently renovated, and offers a comfortable mixture of large booths and tables. The 7 Treasures is a bit expensive by Philippines standards, as you usually expect in a hotel eatery, but also quite reasonable compared to the US. There is a daily, all-you-can-eat lunch buffet, for 199 Php. While the food is somewhat mediocre, it was as good, or better than most of the other local restaurants I sampled. Food can be charged to your room tab, if that is more convenient.
There were a few surprises, because the menu never mentions the following: The restaurant features a refrigerated bakery case, with an ever changing selection of sophisticated deserts, including tiramisu, black forest cake, mouse cake and Sans Rival. Also available are espresso, cappuccino, caffè latte and Caffé Américano.
One day, while ordering breakfast, the waiter asked me if I would like instant or "brewed" coffee. Having had my fill of the weak Nescafé instant that seems to be everywhere in the Philippines, I opted for the brewed coffee. A few minutes later I heard a familiar grinding noise, and I was surprised to turn around and see a professional espresso machine not far from the register. The waiter brought back a Café Américano, complete with crema. I had be told previously that if I wanted decent coffee in Dipolog, I would need to go to the bakery/coffee shop in Lee Plaza.
The room I stayed in was a "Deluxe Room with Matrimonial Bed" The room was quite adequate, with a comfortable, queen-sized foam bed. It was 1275 Php per night, including complimentary full American breakfast for two (170 Php per person value). I later found out that the Top Plaza also offers monthly rates of 50% off, no breakfast included. The superior rooms are bigger, have an extra twin bed, mini fridge, and a table and chairs for two. They run 1530 Php per night, including breakfast. There are also larger suites available.
While my room was comfortable, it could have used some fresh paint, and a thorough cleaning. Overall I was happy, because I had one of the few rooms, if not the only one with WiFi. Free WiFi is available in the 1st and 2nd floor lobbies, as well as the 7 Treasures restaurant. The concrete block and steel construction used in Philippines construction limits the range of the WiFi signals. The hotel employs antenna nodes throughout the hallways for improved in-room cellphone reception, but not for WiFi. My room was located adjacent to the 2nd floor lobby and enjoyed "very good" to "excellent" reception .
We also had quite a few power outages during my stay, more than usual for Dipolog, due to a terrorist bombing of a transmission tower. The Top Plaza has good back-up generators, and was able to reestablish electricity, cable and internet with only short 5-10 minute interruptions. Lighting was somewhat limited but adequate during these periods, but air conditioning and televisions were able to run.
For anyone interested in a wedding reception of family reunion, the Top Plaza Hotel has three large meeting rooms/banquet halls on the 4th and 5th floors. Unfortunately, the elevator only reaches the 4th floor, and access to the 5th floor is limited to the staircase.
While not technically part of the hotel, but in the same structure, is the Thai Nuat massage parlor, offering terrific rates. You can get a full hour massage for as little as 150 Php (a little over $3 USD). If you can't be bothered to walk 10 meters next door, they will make house calls for double the standard rates. This is a legitimate massage parlor, and those seeking a "special" massage will need to look elsewhere.
I would recommend the Top Plaza to friends because, although the facilities could use a bit of sprucing up, the staff and management always did their best to make my stay happy and comfortable.
So, since she was alone in the hotel during Wednesday, I opted to stay with her in the hotel. Everything went fine though. But during the last day of the seminar which was Thursday, the coordinator told them that they are still allowed to stay in the hotel but then there will be no breakfast to be served the next morning. Then we decided to stay in the hotel for that night, upon seeing the room, it was already cleaned, wherein it didn't really bother me coz most hotels do the housekeeping daily but we noticed that there were no towels provided.
Upon going out at around 5:30pm to roam around the city and have our dinner, we dropped by at the front desk to request a towel but then the receptionist told us that the room was already tagged as VD (vacant dirty) which means the guests have checked out already. Me and my mom was amazed since nobody requested it, it was 2 days ago since her room mates checked out and besides our things was left inside the room. So, the housekeeping are all aware that someone is still occupying the room.
When we got back at the hotel around 8:00pm but still NO TOWEL was proceed, we saw a crew at the alley and asked again for a towel and he told us that they will just leave it at the front desk since we are still going to the boulevard.
Finally, upon arriving from the boulevard we passed by again at the front desk and that's the time we had the towel. We went to our room, and took our rest.
HERE'S THE TERRIFYING PART
Around 4:00am, somebody was knocking on our door. 1st knock - I was completely, second, I looked at my mom if she was awake, 3rd, I signaled her not to open the door, the fourth one made her stand up to make sure the door is locked and to push it so that the person might not open it. But to our surprise, the DOOR OPENED, and my
mom said "UNSA MAN?" (asking what he needs)
and the man replied "HOUSEKEEPING MA'AM".
mom: Ay! Dili sa, unya na. (No. Do it later.)
While she was closing the door. And me to put something against the door.
Then I rushed to my phone (good thing I was online and I was able to get their telephone number since their telephone inside the room isn't functioning)
Receptionist: Thank you for calling Top...
Me: Do you have a house keeping at 4:00am?
she was surprised and was asking for sorry.
Me: How could you do that?
Receptionist: Sir, I am very sorry. It has been tagged on my list that the room is vacant.
(that made her decide i guess to check on us)
But the fact that it was 4:00am, that was really disappointing. And we were very afraid.
Whatever their reasons, they should I guess have NOT checked us at that time.
We were very frightened, my wasn't able to go back to sleep, I I helped her elevate her head and lean on the head board 'coz i know she was not really FEELING FINE.
Upon checking out at around 7:00am, we approached the lady, she was very sorry but then it already happened and it was very traumatic
My mom was explaining to the receptionist as to what had happened and she was crying out of fear. So the lady was just so sorry.
Since she was going home, and I'm staying in Dipolog City. I decided to go back to the hotel the same day to speak to that receptionist who was on duty during the previous shift and to talk to the supervisor as well.
They asked for an apology but then I let them make a formal apology written.
That was the most strange experience so far at a certain hotel and it was really traumatic.
They should I guess be more particular in notating their documents so as to avoid errors and be more CUSTOMER Friendly and oriented..
I mean a lot of visitors from different parts of the world, including the Philippines go to Dipolog just for business and pleasure. Hotels and inns are sprouting because of the boom in the city. Hotel personnel should know the availability of the rooms of their hotel anytime. They should have guest listings and booking reservations updated at the front desk, reception or check-in counters.
We were able to enjoy the services of The West End Court Hotel instead that was situated at the same street.

Initially, I was recommended Camila 2 Hotel, but i thought Top Plaza was a more 'central' hotel. Turns out Dipolog is such a small town, you don't need to be in the center.
Very basic rooms. I got the standard room (read : cheapest).
And the service I got was basically that : cheap.
Room comes with 1 pillow and blanket / bed, 2 pcs of soap.
PROS :
Well, there's a 24 hour convenience store round the corner.
There's a Diner (owned by the hotel) downstairs.
The Dipolog Boulevard is 3 blocks away.
Jollibee and the Town Plaza and the Church is 3 mins by tricycle away.
CONS :
Small ants in my bed. (I counted 6, but heck, i have something against ants)
Cockroach in my floor.
What made my stay worse was the overpowering smell of the fabric conditioner which they use excessively on the pillowcases, towels, blankets, curtains and even the floor. I'm one of those who can't stand them so much so that I decided to transfer to a different hotel the following morning since I knew that I couldn't work because of the strong scent.
On the positive side, it's just a short walk to the bay and other establishments like banks, church, stores, etc. and can opt not to take the tricycles. The coffeeshop also serves good brewed coffee and apparently, the owner of the hotel also makes the bottled sardines for which the town is now famous.
Top Plaza's location is strategically located, near city's favorite hang-out Sunset Boulevard. About five minute stroll and you'll be at their Baywalk. City's Central Market is a few meters away. Drugstore, hardware, coffee shops, restaurants and other necessities are just around the corner.
If your looking for souvenir items, the shop offers local items that are very reasonably priced. A nito coin purse cost only PHP 10, the same costs 50 at the airport. They also have bags, shirt, key chains, even bottled sardines. All at a very friendly price.
Staffs are are very friendly, something that you I can say for the people Dipolog. Breakfast is very good, you can request to change toast bread on the menu for garlic rice. They also have crab all you can for only 295, that comes with refillable iced tea. 7 Treasures restaurant is clean and nice ambiance.
Now comes the room. Rooms are relatively clean but you will share it with roaches. Rooms are dimly lit, there is also leak in the sink. Shower is a rusty but have hot water. Lobbies have mosquitoes. Wifi can only be accessed at the first floor and second floor lobbies. TV sets are still CRTs although cable connections is quite clear. For better rooms you can go to C&L Seaview Hotel but Top Plaza's breakfast is better.
