Yes we found it to be great walking distance to everything and some very 'non' tourist areas also. A great place to stay. The road is busy at the front, but is quite quiet within the property.

No but penang is small and it's not expensive to get around. There is also a bus from the airport which goes to Georgetown which is cheaper than a cab. Personally I just find a taxi easier. You could always try uber which I used in malaysia when I was there just last month. It was a great and again, cheap way to get around. Hope that helps.
