There are buses from Laoag that ply those routes in the morning. But southbound buses late in the afternoon is a bit tricky. You might consider heading out really early, then head back on the noon trips to Laoag.

Yes the church is just across the street past the town hall. It won't take 4 minutes to step out and cross the street and enjoy a leisurely stroll along the municipal building and into the massive walls and buttresses of the church. Getting to the windmills takes about 2 hours from Casa, and the falls just happen to be along the way.
