This is roughly the equivalent of a Motel 6 in the US. It is definitely a motel -- not a hotel.
The rooms are very small. You have to put your suitcase on the floor. In the photo above, there is room enough to sit on the foot of the bed and lean over onto the floor to access your suitcase. That's it.
The chair is a hard wooden thing. There is one.
The phone in your room has no dial-tone, unless you pay extra.
The air conditioning was pathetic.
No one is on duty during the overnight hours in the event of any sort of emergency.
I will say that the room was clean.
The food at dinner was reasonable. The breakfast was terrible for the price. There is very little nearby, other than corporate buildings, hotels and the airport. The restaurants nearby were pretty weak.
The hotel is close (within walking distance in fact) to both the airport and Airbus.
I would recommend staying in Toulouse. For about 25% increase in price, you can get a significantly nicer hotel near many good, similarly-priced restaurants.
