Yes/No. If not certified then you will have to do a "Try dive/Discover Scuba" course. This is an all day affair and involves some theory and pool work before diving. You will then dive with an instructor to a max 12m. The instructor will be controlling you. The wreck is only at 9m at closest point to the beach.
Much also depends on where you are staying. If staying in Tulamben then easy. If trying to do this as a day trip from the "south" then it takes 3hrs just to drive to Tulamben so you will need to allocate more time/check with dive centre in the south.
No need to be certificated, however it will be more expensive, as you will need to hire an instructor. Check any diving school with good rating and ask for their cervices. I stayed in Sanur and the services of Nico dives cool. Usually such diving schools will pick you up from where you stay and organise everything else.

No. You can do a discover dive with any number of dive shops. The difference between being certified and doing a discover dive is a the later is a one time dive experience. Meaning you don’t go through the proper training to be “certified” but you get to actually scuba dive (but only to 13 meters, still pretty cool). When you are actually certified you can go deeper and have more freedom from your instructor but not your dive buddy-always stay close to your dive buddy.
