The best route is through Roxas Blvd. WKHI offers airport transfer using the Toyota Innova for a fee of Php 800 good for a maximum of 3 adults with luggages. The Toyota Grandia can accommodate 6 to 7 persons with luggages for a fee of Php 1700.

Taxi or uber/grab is your only way. Easy from terminal 1 (international) but difficult from the chaos outside terminal 3 (local) - you have to walk down to bay 8 and find the small very badly signposted taxi stand.

It can take up to an hour and a half in heavy traffic and can cost up to 1000 pesos. If you arrive in the middle of the night, you could get there for less.

Also make sure you have a map and good directions to the hotel, as most taxi drivers we encountered, did not have any idea where it was.

Uber or Grab should be convenient too - way better than airport taxis.

If you contact the hotel and provide your flight information they will send a van to pick you up at the airport for a small fee, perhaps 200php.

There's no public transportation that brings you straight to the hotel. Most reliable and affordable means would be to take the metered yellow taxi (they usually have a queue just outside the arrival area of Terminals 1 to 3). Depending on the traffic along Roxas Blvd. the fare would be between P 200 to P 300 (which includes the P70 flag down rate of those yellow cabs).

The only way i know is metered taxi. Probably there is something else though.
