its approx 2-3 hours and covers most of Noumeas sights. With the prices, try to bargain with the guy that puts people in the trains (do not go to the booking office inside the terminal). When i was there, i told him its too expensive to take 3 adults and 2 kids, and since he had to fill the train, i got the kids in for free and managed to reduce the adult price to $110 for 3 adults. But this just depends on the day etc. Just try your luck and see how you go.
It was around 2.5 hours and cost $45. It covered the cultural centre, a church, the look- out ( you had time to get out at all these stops) and then drove around the city and beaches where things were pointed out. We also used the hop on hop off bus after this and had time to go to the aquarium. The guide on the hop on hop off bus was good. The guide on the tour was terrible. I would recommend the tour but make sure the tour guide is not Vivian - if it is I would seriously consider doing the city tour instead .
The Train Tour was 90 minutes around the city of Nouméa, it goes to 2 mountains where you can take photos of the cityscape and the beautiful turquoise lagoon, then you drive along the promenade where you can admire the landscapes and the 2 main beaches in town. They have English speaking guides with great commentaries as well.

The tour is a simple bus ride around a circuit within the city. The full length of the trip is approximately 1 hour but you can get on and off as often as you want in the day. The cost is approximately USD$12 for the day per person. It is a good cheap convenient way to see the main party of Noumea along the foreshore where nearly all the main attractions are and the shopping is.
However it does not go to the lookout on the peninsula but this is a comfortable walk from the Anse vata beach drop off that will take about an hour up and back.
In terms of attractions Noumea is a small city with its prominent feature the sandy beaches situated inside the worlds largest coral lagoon. The water is pleasant all year round, the beaches the bound the city are white coral sand (with some broken glass from careless people mixed in so where beach shores into the water or tread carefully) and are across the road from the main shopping and food eateries.
Remember New Caledonia is part of France and despite using the pacific franc as a currency it still charges French prices.

The tour lasted approx. 2-3 hours and was an excellent tour of Noumea, enough if you are in port for the day. The price was very reasonable although I cannot recollect how much exactly, we would not have done if it was too expensive, far cheaper than booking the excursion via the cruise line. Paid an extra few $$ for the hop on-off and we then toured by ourselves. Good value for the money!!
