It is free, there is a parked my fee, but if you park at the back of MSU gardens you can park free.
River Trail Lansing

It's paved the whole way and it winds through areas throughout the city and then takes you into the woods, along the river, into parks, over bridges, and "scenic" overlooks.
The Lansing Region is so blessed to have this great trail in downtown, going out east to MSU and south to Hawk Island Park.
