I took a Grab (formerly Uber) from the airport to the CityState Tower Hotel and bought a round-trip ticket to Puerto Galera. The comfortable, air-conditioned bus left on time and took me to the ferry at Batangas. There is a new air-conditioned ferry terminal to wait in. When I arrived in Puerto Galera, there was a Tuk-Tuk driver (which Si-Kat arranged) to take me to my resort. Nonetheless, even a month before the downgrade, office staff will assist you in traversing the process in order to get a bus ticket and the gov't health requirements (then).
