We visited here on a HOT day in June. The grounds were open but the office etc were not. Unfortunately do to the heat we did not walk the entire grounds, but did enjoy the area we took the time to venture into.

It is free to visit but there are rental fees if you are looking to use it as a venue with a few different options. Rentals are done through Manatee County so if you look on their website you should find it.
