Yes , Devalia Safari Park is open all round the year.I just visited last month only. Through out the week, the timings are 0800 to 1100 am and 3 to 5 pm. I suggest to take the tickets after reaching there so as to give you flexibility in travel . The tickets are easily available at the counter and there's a bus leaving every half an hour.
The ticket costs is 150 Rs on week days and 200 Rs. on Saturday and Sundays.
I suggest to Take the bus as you are assured of spotting lions and leopards and other animals.
