The Trail head is on circuit Chico just beyond the fork to canopy and colonia suiza. It is possible to take bus 10 but apparently it runs less frequently than the schedule suggests. The road has enough traffic and hitch hiking should be easy.
Its a steep walk to the top but if you are fit you can make it to the refugio in 90 mins to 2 hours and there is public transport (although not all that frequent) to the base.
