The Park is in Central Cape Town and busy with people using it mainly for relaxation and walking or visiting the museums. As mentioned before, it is not very big and maybe not ideal for the purpose you want to use it for. During the daytime it is safe and there is security guards on patrol.
I would seriously recommend the Greenpoint and Seapoint Promenade for jogging short distances. It is ideal and the views are fantastic, it is safe and you can jog/walk from Green point all along the coast through Seapoint all the way past Clifton into Campsbay. All safe, even at sunset.
This location is not even 5km/10 min away from the Company Gardens.
