Waste of time. The stairs are blocked off with locked gates. Statues and the place is deteriorating. If you do want to see it just ride by and see it from the road and have a quick look see..

We went here for the sight and took photos. We only stayed less than 15 minutes. It's actually a quiet place and I don't think it's being promoted as one of the tourist spots in La Union but it is one according to my searches.
P.S. went here last April 2016. TripAdvisor doesn't have it among their choices so....

This is a park at the side of Heroes Hill. This is at the backside of La Union Capitol.
THe park is not very big and there's nothing too fancy. What you can see here are statues of Philippine Heroes, about 8-11 of them. Of course the central and topmost figure is Dr. Jose Rizal. To walk the stairs up the hill might take some effort though, especially when the sun is high. The statues are painted a stark white, but withered by rain at some parts. I think they could do a better job at creating our heroes' figures (I was expecting more of a European style/art). Also, there weren't much info about the heroes inscripted (I know I'm Filipino and should know them by heart, but the info could also help foreigners).
