I travelled in the opposite direction (Wakayama ~ Tokushima) in July and picked up a little timetable brochure in the process. As the ferry service is not 'tourist related', there is no 'high season' and the same timetable seems to operate all year round. The timetable shows 8-sailings per day in each direction with departures from Tokushima at 02:55, 05:35, 08:00, 11:00, 13:25, 16:30, 18:55, 21:50.
The service operates at approximately 3hr. intervals throughout the day/night; with a 2hr:15min sailing time in each direction and slick turnarounds, this timetable of necessity needs two vessels to operate. If Direct Ferries are saying only 4-sailings per day are operating, that suggests to me that one of the two vessels is temporarily out-of-service. This can probably be verified if the sailing timings are alternate ones indicated above.
Good luck with the booking, but bear in mind that each sailing will probably be twice as busy!
