This building is conveniently located and should be viewed by travelers. Hopefully, as the years of democracy continue onward, this building will take on greater significance.

A building in front of Tsar Liberator monument was designed in Neo-Renaissance style by a Serbian-Bulgarian architect Konstantin Jovanović, and built in 1884-1886 by Saxon Friederich Wilhelm Gustav Liebe.
