The view is not always good because of the polluted air in The center of the city, but you have fresh air and well cooked dishes. for a fancy dinner in a natural place go for this one!

Amazingly high mountain accessed by a cable car ride. Visited a restaurant via a short taxi ride. This was by far the best restaurant we went to in Albania.

The cable car ride is fun and the views at the top are impressive. Definitely worth a visit if you are in Tirana for a few days.
