There is a guided tour. so yes you can take your children. The tour last around an hour and gives a more in depth history of the ancient structure.

I probably would not go to Huaca Pucllana at night. It is in a neighborhood away from the hotels. I felt completely safe in Miraflores at night and in Cusco and in Aguas calientes.
