Absolutely! There were changing rooms and shower facilities. I would suggest you bring a picnic; there was tables and chairs there when i was there. Also, try to go during the weekdays; weekends, too much people,there might even be safety concerns.
You might want to make this visit a full day affair, such as, use the playground in the immediately vicinity of the wet play area; there was sand play, slides, mild challenge course etc, before you use the wet playing areas follows by watching the night show at Garden By The Bay, which is free and accessible from where you would be. And, may be, get your dinner at the food court, which is not far from the wet playing area; prices at the food court was reasonable and suitable for all taste buds
