If you're asking as a tourist, they have a few blocks known as Sneakers Street, Fa Yuen Street, in Mongkok. I've know way of knowing for sure, but I'd be comfortable with most stores there. In fact I presumed many were factory stores. If you're looking for specific brands, I'd check their websites.
