We visited on a school trip, and took slightly more than an hour to climb to the top. The climb is not easy, but the views at the top are great. The ropeway down is also fun and value-for-money at 80 RMB.
the park is far from the city and transportation is quite a hassle unless taking a taxi. going up takes about 2 hours but the exercise is rewarded by a good view

There is not much to see or do at the foot of the mountain.
How long it will take depends on how fast you can walk and how often you will stop to see buildings or the view, but I would give 1 to 1.5 hours for sure.
