    Worth a look
It is a monument at the top of the hill so don't get yourself too worked up with expectations. The Soviet style mural is good and the view across UB is very good. A tip: You can avoid most of the steps up to it by entering the nearby shopping centre and taking a lift to the top which has a walk-way across to it.

    Recommended, definitely worth a look.
A monument to the Soviet Union and their help in defeating Fascism and Nazism, or at least Japanese and Chinese imperialism (I think). Impressive to see, and the view you get of the city, or at least this part of the city is impressive. A very well structured monument, very colourful and just oozes history and metaphors so typical of Soviet and communist art. Worth a look. Can take the long way up like me, or the short way up with the lift from the near by department store. Recommended, definitely worth a look.

    Underwhelming During the Day
I will concede that this place might be better at night. For us, though, it wasn’t worth the effort during the day. We left central UB (Shangri-La Hotel) by car at 8:30 am and arrived at the monument at 9:30 am. We then walked about 10 flights of steps to see the Soviet style monument which is pretty generic. The view of the city is good but was somewhat hazy. The view wasn’t worth the effort to me. If I could get there in 10-15 minutes I would say that it’s worth a stop. Beyond that, I don’t recommend it.

Quite a hike up the stairs to the monument. The mosaic images celebrating the long relationship between Mongolia and the USSR are well done. From the hilltop is a great view of Ulaanbaatar.

This monument has an interesting story. Quite a climb up the stairs but it’s absolutely worth it for the magic views at this time of the year. Take some cash as there are some locally made arts and crafts along the way which make great gifts or souvenirs

This is the best place to get a view of Ulaanbaatar city. The monument itself is a tiled mural of Russian-Mongolian friendship. There are about 6oo steps to get there, but you can get a taxi and only have to walk 200. It is still quite a hike.

This was a very interesting monument- especially if you have visited other similar ones in the former Soviet Union countries. The mosaics are well maintained so it looks stunning. The view is great but you are further from the centre so the view is mostly of apartment blocks with the centre of the city and mountains in the distance. This was one of my favourite sites in Ulaanbaatar.

I would not recommend visiting this monument in the winter. Yeah, I did it but I didn't have a choice. If you have trouble with stairs this might be a problem for you. I have bad knees but forced myself anyway.
I am glad I did, the view of the city is fabulous!
But it was freaking cold! Negative whatever in both fahrenheit and celsius!
It is a very nice monument to fallen soldiers, but it would be more pleasant in the summer! I was there at night, highly recommended by most people.
On your way down the stairs, stop at Zaisan Hill Complex. They have some nice (expensive) shops, and the Ruby Room restaurant that I have also reviewed.
Zaisan Monument is a must-see tourist attraction.

Requires a good climbing of stairs... has a great view of the city and worth the climb, even in -25' C weather.
