We went on sundown and got a nice view of the sunset in the hills.
Bar tender was welcoming and advised us to try the Tom Yam cocktail, (lemongrass, lime, chilli etc) which was excellent.

My friends and I frequent Oasis whenever we're in the old city. Void of tourists, the cheap drinks and great view of the city and Doi Suthep give the bar reason to return. The steep stairs descending after a few drinks are a challenge, however
