It is open to everyone but make sure no shorts, no sport wear and no flip flops, coz the receptionist do check. I think for the bar they don’t take reservations, they do have plenty tables, so should be fine.
It’s says shorts not allowed at the entrance of the restaurant and on their website, but the thing is, I’ve seen several men wearing shorts dining next to me! So I think it’s best to call/email them to ask?
