The Sergel fountain is located in the middle of Sergel's square next to the House of Culture.
The fountain was completed in 1968.
The fountain is quite stunningly lit. It is more beautiful in the dark than in the daytime.

I visit Stockholm every few years, and I use Sergelstorg and its fountain as a focal point to find my way around.

Actually this was underwhelming. Serge Torg I envisioned as a Central Square as I have seen in other cities, fancy with nice manacured grounds, etc. However, just a large pole in the middle of the street. Oh well, it was illuminated a bright blue at night.

The fountain/column is in the middle of Sergels Torg square, and is pleasant enough.
Watch out that at the moment (August 2018) there is a lot of building work in the area.
Sergels Torg is more of a transport hub than a tourist attraction. The main train and coach stations are down the other end of the road, while Stockholm bus & tram routes have their terminals here.

Sergel's square (Sergel Torg) is one of the major squares off the old city (Gamla Stan). It is not big but quite charming in the mix of space, a kind of high glass column and a lot of people and shops around. If you are in the center of the city you can not just miss it.
