We were walking for almost an hours uphill as this place is located 394 feet above sea level. Therefore, be prepared to walk bit. We were there early before the opening time at 11am. Just walking around to see if any interesting photo scenes.

It depends a little bit on how much of the site is closed. If it's just the upper floors of the tower that are now shut, you will still get some great views; if the whole higher section is shut - that is you can't go up any stairs at all - then it is not worth visiting, unless you are a fan of The Same Sky [Netflix] in which it features a lot.
