Well this is the place if you want to view taipei for free but need to climb up the trekking. Better wear a proper shoes. Get the red line and stop at station after 101 taipei . Then just follow the sign.

There are no opening times/entrance fees, you can go anytime, a headlight -as mentioned in earlier posts- is for sure a good idea for dark times.
