We went across Lake Arenal to transfer towards Monteverde from La Fortuna. The lake seemed ok, though unfortunately the views back to the Arenal volcano were obscured by cloud. I would guess that on a sunny day it is a really nice view.

I do believe you can there are a few swimming areas around the lake. at the far end of lake by the end of dam is a water sports boating company that has guided tours, kayaks and stand up paddle boards.
